Victoria Y. Buggs is a registered nurse, public-health professional, certified case manager, delegating nurse and U.S. military veteran with 20 years of service. Her career has consistently centered on one purpose: giving people the knowledge and confidence to care for others.
After beginning her nursing journey at Howard University, Victoria built experience in telemetry, patient education, curriculum development, program evaluation and professional training. In 2014, she founded the Center for Health Educators and Safety Specialists to make high-quality CPR and safety education more accessible to professionals and community members throughout the DMV.
Her teaching is warm, thorough and practical. Learners do not simply watch—they practice, ask questions and leave better prepared to respond.
